本書呈現了第十四屆資訊科技及其應用會議（CITA）所選擇的論文，該會議將於2025年7月14日至15日在柬埔寨金邊舉行。第十四屆CITA（CITA 2025）將由越南韓國資訊與通訊科技大學（Vietnam-Korea University of Information and Communication Technology）、柬埔寨數位科技學院（Cambodia Academy of Digital Technology）及泰國北曼谷國王莫昆科技大學（King Mongkut's University of Technology North Bangkok）共同主辦。會議也得到了東南亞創新與研究聯盟（ASEAN Consortium for Innovation and Research, ACIR）及越南高等院校資訊科技協會（Vietnam ICT Association of Faculties-Institutes-Schools-Universities, FISU Vietnam）、波蘭弗羅茨瓦夫科技大學（Wroclaw University of Science and Technology）、愛爾蘭都柏林大學學院（University College Dublin）、施普林格（Springer）及IEEE SMCS的支持與協助。
資訊科技及其應用會議（CITA）自2012年起舉辦，是一個年度國際科學會議，專注於資訊科技及其應用。

Ngoc Thanh Nguyen: Ngoc Thanh Nguyen is currently a full Professor of Wroclaw University of Science and Technology in Poland and is now a member of the State Council of Scientific Excellence of Poland and a member of the Committee on Informatics of the Polish Academy of Sciences. He is the Chair of IEEE SMC Technical Committee on Computational Collective Intelligence, he received the title of Distinguished Scientist of ACM, and Distinguished Visitor of IEEE. He is the Editor-in-Chief of Vietnam Journal of Computer Science and Journal of Information and Telecommunication.Cong-Phap Huynh: Assoc. Prof. Dr. Huynh Cong Phap is the Rector of the Vietnam-Korea University of Information and Communication Technology (VKU), the University of Danang, Vietnam. He received his Ph.D. in Computer Science from Institut National Polytechnique de Grenoble (INPG), France, in 2010, and was appointed Associate Professor in 2016. His research focuses on wireless sensor networks, artificial intelligence, and natural language processing. He has led numerous national and international projects and published extensively in reputable journals and international conferences. He is also a reviewer and editor for Springer's Lecture Notes series and other scientific journals. Assoc. Prof. Dr. Phap is the founder and general chair of the CITA conference series, which has been held 14 times, fostering academic exchange in ICT. He is also the initiator and general chair of the upcoming DeFI 2025, the International Conference on Digital Economy and Decentralized Fintech.
As an editor, he is dedicated to promoting academic rigor, innovation, and international collaboration in digital technologies.

Nguyen Thanh Thuy: Nguyen Thanh Thuy received the Engineer degree of the computing in 1982 and the Ph.D. degree of the computer science in 1987 from the Hanoi University of Science and Technology, Hanoi, Vietnam. He is a Professor of computer science with the Hanoi University of Science and Technology until 2011 and then with the VNU University of Engineering and Technology, since 2011. Prof. Nguyen Thanh Thuy is now Head of the Key Laboratory for Artificial Intelligence (AI) at the Faculty of Information Technology, VNU University of Engineering and Technology. His AI research interests are mainly in Knowledge systems, Soft-computing, Data mining, Deep learning, Hybrid Intelligent systems, GAI, Responsible AI.

Prof. Nguyen Thanh Thuy is now President of the National Committee for Professorships of Vietnam in the field of Computer Science (upon Ministry of Education and Training), terms 2018-2023, 2024-2029. He is also President of the Vietnam Association for Information Processing, terms 2024-2029; Vice Director General of the National R&D Program KC-4.0/2019-2030 (upon Ministry of Science and Technology). He is serving as Deputy chief of the National AI Strategy Council for Vietnam in the period 2020-2030 (established by the Ministry of Science and Technology and other ministries).
He keeps the role of President of the Vietnam Union of AI Institutions and Industry (VINA3I), President of the Vietnam Union of Faculties, Institutes, Schools, Universities of ICT (FISU Vietnam), terms 2023-2028.

Nhien-An LE-KHAC: Dr. Nhien-An Le-Khac, IEEE Senior member, is an Associate Professor at the School of Computer Science, University College Dublin UCD), Ireland. He is the Program Director of UCD Forensic Computing and Cybercrime Investigation. He published 3 books on Digital Forensics and Cybersecurity, and has published 200+ scientific papers in peer-reviewed journals and conferences with 10+ best paper awards. He received UCD College of Science Teaching Excellence Award in 2023.

Sopheap Seng: Sopheap SENG graduated master's degree of engineering from Institute of Technology of Cambodia (ITC) and master's degree of science from Université Libre de Bruxelles, Belgium. He get Ph.D from Grenoble University, France in Computer Science.
Dr. Sopheap was an engineer and database specialist at the National Space Center of France. He was lecturer and senior researcher at ITC and MICA Research Institute, Hanoi University of Science. Prior to current position, he was the Head of department of computer science at ITC. Sopheap is the founding president of the National Institute of Post, Telecommunications, and ICT (NIPTICT).
Currently, he is the President of Cambodia Academy of Digital Technology (CADT), a research and education institution specialized in digital technology, which is transformed and expanded from former NIPTICT.

Quang-Vu Nguyen: Quang-Vu Nguyen is PhD in field of Computer Science from Wroclaw University of Science and Technology, Poland and currently is Head of Academic Affairs at Vietnam-Korea University of Information and Communication Technology, the University of Danang, Vietnam. His research focus is on artificial intelligence, software engineering, data science, software quality assurance and testing. He is one of the scientists assigned to preside over the organization and professional work of the CITA international scientific conference series from 2020 to present. He is also a reviewer for many prestigious scientific journals and conferences.

Ngoc Thanh Nguyen：Ngoc Thanh Nguyen 目前是波蘭弗羅茨瓦夫科技大學的全職教授，並且是波蘭科學卓越國家委員會的成員以及波蘭科學院資訊學委員會的成員。他是 IEEE SMC 計算集體智慧技術委員會的主席，獲得 ACM 傑出科學家稱號及 IEEE 傑出訪客稱號。他是《越南計算機科學期刊》和《資訊與電信期刊》的主編。

Cong-Phap Huynh：胡光法副教授博士是越南-韓國資訊與通信科技大學（VKU）及越南岘港大學的校長。他於 2010 年在法國格勒諾布爾國立工藝學院（INPG）獲得計算機科學博士學位，並於 2016 年被任命為副教授。他的研究重點在於無線感測網路、人工智慧和自然語言處理。他主導了多個國內外項目，並在知名期刊和國際會議上發表了大量論文。他也是施普林格的講義系列及其他科學期刊的審稿人和編輯。胡副教授是 CITA 會議系列的創始人和總主席，該會議已舉辦 14 次，促進了資訊與通信科技的學術交流。他也是即將舉辦的 DeFI 2025（國際數位經濟與去中心化金融科技會議）的發起人和總主席。作為編輯，他致力於促進數位技術的學術嚴謹性、創新和國際合作。

Nguyen Thanh Thuy：阮清水於 1982 年獲得計算工程學士學位，並於 1987 年在越南河內科技大學獲得計算機科學博士學位。他是河內科技大學的計算機科學教授，直到 2011 年，之後轉至越南國立工程與科技大學。阮清水教授目前是越南國立工程與科技大學資訊科技系人工智慧（AI）重點實驗室的負責人。他的人工智慧研究興趣主要集中在知識系統、軟計算、資料探勘、深度學習、混合智能系統、GAI 和負責任的 AI。

阮清水教授目前是越南計算機科學教授國家委員會的主席（由教育部和培訓部任命），任期 2018-2023、2024-2029。他也是越南資訊處理協會的主席，任期 2024-2029；國家 R&D 計畫 KC-4.0/2019-2030 的副總幹事（由科技部任命）。他在 2020-2030 年期間擔任越南國家 AI 策略委員會的副主任（由科技部及其他部門成立）。他仍然擔任越南 AI 機構與產業聯盟（VINA3I）的主席，以及越南資訊與通信科技學院、研究所、學校、大學聯盟（FISU Vietnam）的主席，任期 2023-2028。

Nhien-An LE-KHAC：Nhien-An Le-Khac 博士，IEEE 高級會員，是愛爾蘭都柏林大學（UCD）計算機科學學院的副教授。他是 UCD 法醫計算與網路犯罪調查的計畫主任。他出版了 3 本有關數位取證和網路安全的書籍，並在同行評審的期刊和會議上發表了 200 多篇科學論文，獲得 10 多個最佳論文獎。他於 2023 年獲得 UCD 科學學院教學卓越獎。

Sopheap Seng：Sopheap SENG 獲得柬埔寨科技學院（ITC）的工程碩士學位，並在比利時布魯塞爾自由大學獲得科學碩士學位。他在法國格勒諾布爾大學獲得計算機科學博士學位。Dr. Sopheap 曾在法國國家太空中心擔任工程師和資料庫專家。他曾在 ITC 和河內科技大學的 MICA 研究所擔任講師和高級研究員。在目前的職位之前，他是 ITC 計算機科學系的系主任。Sopheap 是國家郵政、電信和資訊通信科技研究所（NIPTICT）的創始會長。目前，他是柬埔寨數位科技學院（CADT）的會長，這是一個專注於數位科技的研究和教育機構，從前 NIPTICT 轉型和擴展而來。

Quang-Vu Nguyen：Quang-Vu Nguyen 是波蘭弗羅茨瓦夫科技大學計算機科學博士，目前是越南-韓國資訊與通信科技大學（岘港大學）的學術事務主任。他的研究重點在於人工智慧、軟體工程、資料科學、軟體品質保證和測試。他是自 2020 年以來負責組織和專業工作的 CITA 國際科學會議系列的科學家之一。他也是許多知名科學期刊和會議的審稿人。
