Leveraging analyses of social cleavages, intermediary organizations, governmental institutions, and the policymaking process, the authors are thus able to compare and contrast the efforts to effect policy in different eras and within different contexts. Byron E. Shafer is Professor Emeritus of American Government at Oxford University and Professor Emeritus of Political Science at the University of Wisconsin, Madison. His books include

The American Political Pattern. Regina L. Wagner is Associate Professor in the Department of Political Science at the University of Alabama. She is the author of
