Dr. Xiaoyan Lei is professor and director of Ministry of Education (MOE) Engineering Research Center of Railway Environmental Vibration and Noise, East China Jiaotong University, Nanchang, China. Prof. Lei was the president of East China Jiaotong University during 2007-2016. He received his M.E. degree from Shanghai Institute of Railway (now Tongji University) in 1984 and Ph.D. degree from Tsinghua University, Beijing in 1989. His research focuses on high-speed railway track dynamics, vibration and noise of rail transit environment, and the theory, test and design of high-speed railway track structure.

雷小燕博士是中國南昌東方交通大學教育部（MOE）鐵路環境振動與噪聲工程研究中心的教授及主任。雷教授於2007年至2016年間擔任東方交通大學校長。他於1984年獲得上海鐵道學院（現為同濟大學）碩士學位，並於1989年獲得北京清華大學博士學位。他的研究專注於高速鐵路軌道動力學、軌道交通環境的振動與噪聲，以及高速鐵路軌道結構的理論、測試與設計。
