Takeshi Koike is a Professor (retired) at Kyoto University, Japan. He obtained his Bachelor's, Master's, and Doctoral degrees from Kyoto University in 1971, 1973, and 1976, respectively. He is a Senior Member of the Japan Society of Civil Engineers, a Member of the American Society of Civil Engineers, and an International Science Member of the International Society of Lifeline Earthquake Engineering.

Lessandro E. Garciano is a Professor at De La Salle University, Manila, the Philippines. He received his Bachelor's, Master of Science, Master of Engineering, and Doctoral degrees from the University of San Carlos in 1990, De La Salle University in 1997, and Tokyo City University in 2004 and 2007, respectively. Among other positions, he is at present the President of the Association of Structural Engineers of the Philippines, a Life Member of the Philippine Institute of Civil Engineers and a Member of the American Society of Civil Engineers.

小池武志是日本京都大學的退休教授。他於1971年、1973年和1976年分別獲得京都大學的學士、碩士和博士學位。他是日本土木工程學會的資深會員、美國土木工程學會的會員，以及國際生命線地震工程學會的國際科學會員。
